Julie Garreau was born and raised in Eagle Butte, SD on the Cheyenne River Sioux Indian Reservation and has served as the Project Supervisor and now Executive Director of the Cheyenne River Youth Project® since founding the organization in 1988.

Before founding the Project, Julie was Director of Education for the Cheyenne River Sioux Tribe and Chairman of the Tribal Police Commission. Julie was awarded the 1991 State of South Dakota Volunteer of the Year by Governor George Mickelson.

In 1992, President George Bush named Julie a Presidential Point of Light and she was awarded the Father Hogebach Public Service to Native American Children Award in 1994.

In 2002, the Cheyenne River Youth Project® was named a “Champion for Children” and Julie was named to a 16 member honor roll recognized for outstanding dedication to South Dakota’s children by the South Dakota Coalition for Children.

In 2005, Julie testified before the Senate Committee on Indian Affairs about teen suicide in Indian Country and her community’s efforts to combat the problem.

Julie joined the Running Strong for American Indian Youth® staff in 2000, so that she could work for the Cheyenne River Youth Project fulltime as well as expand Running Strong’s work in Cheyenne River communities.

In October 2009, Julie was awarded the Spirit of South Dakota Award in recognition of her as an outstanding South Dakota woman who has demonstrated leadership qualities and has been successful and admired in her community and state.  
 
Together, the Cheyenne River Youth Project® and Running Strong managed a capital campaign to build the two youth center facilities, the “Main” for children ages 5-12 and the Ċokata Wiċoni for teenagers in 2006.
